Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry
Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.

Under state law, our department is required to make community notifications regarding Level 3 offenders when the offender lives, works or has committed a crime within our city.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Thomas Boisvert “Homeless” Lowell, MA, as a Level 3 Sex Offender.  He is a 42 year-old white male; standing 6’01” tall, weight 250 lbs, with brown eyes and brown hair.  He is known to frequent the area of 189 Middlesex Street (Shelter), Lowell, MA.  The charge for which he was convicted or adjudicated was Indecent Assault and Battery on a Person Aged 14 or Older on 2/25/99.

The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
