Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry
Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Scott Phillips of 2 Fulton Ave, Lowell, MA, as a Level 3 Sex Offender.  He is a 31 year-old white male; standing 6’00” tall, weight 180 lbs, with brown eyes and brown hair.  The charges for which he was convicted or adjudicated were Indecent Assault and Battery on a Person Aged 14 or Older and Rape on 2/7/95.

The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
