Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.

Under state law, our department is required to make community notifications regarding Level 3 offenders when the offender lives, works or has committed a crime within our city.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Daniel A. Rodriguez, 298 W 6th Street, 2nd floor, Lowell, MA, as a Level 3 sex offender. He is a 32 year-old Hispanic male, standing 5' 2”, weighing 150 pounds, with black hair and brown eyes . The dates and charges for which he was convicted or adjudicated was a charge of Rape of Child by Force on 06/01/1999 and Indecent Assault and Battery on a person aged 14 or older on 06/01/1999 .


The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.

Information contained in this sex offender report shall not be used to commit any crimes against the sex offender or to engage in illegal discrimination or harassment of an offender. Any person who uses this information to commit a crime shall be punished by not more than two and one half years (2 1/2) in a house of correction, or by a fine of not more than one thousand dollars ($1,000) or by both such fine and imprisonment pursuant to Massachusetts General Laws, Chapter 6, Section 178N.
