Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.
Under state law, our department is required to make community notifications regarding Level 3 offenders when the offender lives, works or has committed a crime within our city.
Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Derek Boisvert , 24, currently homeless in Lowell, MA as a Level 3 sex offender. He is a white male, standing 6'02”, weighing 165 pounds with brown eyes and brown hair. He is currently unemployed. The dates and charges for which he was convicted or adjudicated was a charge of Rape of a Child (4 counts), and Indecent Assault and Battery on a child under 14 (2 counts) on 10/09/01.
The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
