Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry
Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified William A. Flores as a Level-3 Sex Offender. William A. Flores , who resides at 16 Chase Street, Apt. 10, Lowell, Massachusetts is a 49 year-old Hispanic male, 5'4”, 170 pounds, with brown hair and brown eyes. He is currently employed at 36 Burlington Ave, Lowell, MA. The charge for which he was convicted or adjudicated was a charge of Indecent A&B on a Person over 14 on 07/02/01.

The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.

Information contained in this sex offender report shall not be used to commit any crimes against the sex offender or to engage in illegal discrimination or harassment of an offender. Any person who uses this information to commit a crime shall be punished by not more than two and one half years (2 1/2) in a house of correction, or by a fine of not more than one thousand dollars ($1,000) or by both such fine and imprisonment pursuant to Massachusetts General Laws, Chapter 6, Section 178N.

In addition any person who uses Registry information disclosed pursuant to this act to threaten to commit a crime may be punished by a fine of not more than one hundred dollars ($100) or by imprisonment for not more than six (6) months pursuant to Massachusetts General Laws, Chapter 275, Section 4.
