Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.
Under state law, our department is required to make community notifications regarding Level 3 offenders when the offender lives, works or has committed a crime within our city.
Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Ronald R. Lehouillier, 45, currently homeless in Lowell, Massachusetts as a Level-3 Sex Offender. He is a white male, five feet, ten inches tall, weighing 180 pounds with green eyes and brown hair. He is employed at 108 Tanner Street, Lowell, MA. The dates and charges for which he was convicted or adjudicated was a charge of (2) counts of Indecent Assault and Battery on a Child Under 14 on 10/17/90, Rape and Abuse of a Child and Disseminating of Matter Harmful to a Minor on 3/21/95.
The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
