He is known to frequent the area of 189 Middlesex Street (Shelter), Lowell, MA. The charge for which he was convicted or adjudicated was Rape on 1/28/1986.
The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
