Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.
Under state law, our department is required to make community notifications regarding Level 3 offenders when the offender lives, works or has committed a crime within our city.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, Sex Offender #3930 has been identified by the state Sex Offender Registry Board as Paul Lawrence Elliott, 32, of 12 Sunset Ave, Methuen, Massachusetts. He is a white male, five feet, ten inches tall, weighing 175 pounds with brown eyes and black hair. He does not have a current work address. The dates and charges for which he was convicted or adjudicated were; Rape and Abuse of a Child, Assault with Intent to Commit Rape, Indecent Assault and Battery on a Person 14 and Older, and Open and Gross Lewd and Lascivious Behavior (6 counts) on January 11, 1994, February 2, 1995, and February 8, 1995

The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.

Information contained in this sex offender report shall not be used to commit any crimes against the sex offender or to engage in illegal discrimination or harassment of an offender. Any person who uses this information to commit a crime shall be punished by not more than two and one half years (2 1/2) in a house of correction, or by a fine of not more than one thousand dollars ($1,000) or by both such fine and imprisonment pursuant to Massachusetts General Laws, Chapter 6, Section 178N.
