Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry
Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Christopher James Reese “Homeless” as a Level 3 Sex Offender.  He is known to frequent the Shelter at 189 Middlesex Street in Lowell. He is a 38 year-old white male, standing 5’2” tall, weighing 200 pounds with blue eyes and brown hair.  Mr. Reese is currently homeless and unemployed.  He is known to frequent the area of 189 Middlesex Street (Shelter), Lowell, MA.  The dates and charges for which he was convicted or adjudicated was for two counts of Indecent Assault & Battery on a Child Under 14 and Assault with Intent to Rape a Child Under 16 on June 24, 1998.

The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.

Information contained in this sex offender report shall not be used to commit any crimes against the sex offender or to engage in illegal discrimination or harassment of an offender. Any person who uses this information to commit a crime shall be punished by not more than two and one half years (2 1/2) in a house of correction, or by a fine of not more than one thousand dollars ($1,000) or by both such fine and imprisonment pursuant to Massachusetts General Laws, Chapter 6, Section 178N.
