Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry
Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.

Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Angel Pizzaro , 41, of 209 Summer Street, Lowell , Massachusetts, as a Level-3 Sex Offender. He is a Hispanic male, five feet, seven inches tall, weighing 160 pounds with brown eyes and black hair. He is currently unemployed. The dates and charges for which he was convicted or adjudicated were for Indecent Assault & Battery on a Child under the age of 14 (Lowell, MA) Rape of a Child under 16 with force (Lowell, MA), Assault of a Child with Intent to Commit Rape (Lowell, MA), and Rape and Abuse of a Child (Lowell, MA), on June 15, 1998.

The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.
