Level-3 Sex Offender

Please be advised that the Lowell Police Department has been notified by the Sex Offender Registry Board at the Criminal History Systems Board that an individual on the registry has been classified as a Level 3 offender. A Level 3 offender is someone for whom re-offense is considered high.
Under state law, our department is required to make community notifications regarding Level 3 offenders when the offender lives, works or has committed a crime within our city.


Pursuant to Massachusetts General Laws Chapter Six, Chapters 178C-178P, the state Sex Offender Registry Board has identified Andrew Sawtelle, 33, of 197 Appleton Street , Lowell, Massachusetts as a Level 3 sex offender. He is a white male, standing 6'01”, weighing 300 pounds with blue eyes and brown hair. Mr. Sawtelle is currently employed at 189 Middlesex St. Lowell , Ma . The charge for which he was convicted or adjudicated was Assault of a Child with Intent to Commit Rape and two counts (2) of Rape and Abuse of a Child on September 3, 1999.


The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.

Any person who uses this information to commit a crime shall be punished by not more than two and one half years (2 1/2) in a house of correction, or by a fine of not more than one thousand dollars ($1,000) or by both such fine and imprisonment pursuant to Massachusetts General Laws, Chapter 6, Section 178N.
